How to unlock the quest: through conversation with Killian (Calador Bay).

Quest giver: Killian

You have to deliver the letter to Harry.

This quest can be unlocked during your stay at the Calador Bay, or to be more specific, just after meeting with Killian, located in the fishing village (go to the Calador Bay side quest section for more details). After reaching the Kila island, you will have a chance to finish the quest. To do so, you must find Harry, who should be on the pirates beach (point 6 on the map) and speak with him, in order to deliver the letter.

Note - if you want to, you can, contrary to Killian's warnings, open the letter from your inventory and read it. It won't impact the ending of the question, nor the rewards you receive for its completion.
