The way leading to the completion of this quest is pretty complex. First, buy the key to the city's tavern from the con man Quinn (costs 300 Gold - it's one of his special items). When you have it, go to the tavern and open the previously locked door on the first floor [#2]. Go inside and read the book lying on the dresser.

Give the treasure back and you can rest in peace.

The book will allow you to learn of Gibson's secret - apparently, he has taken his treasures to his grave. You have no other choice but to disturb the dead man's resting place, which is located at the city's graveyard [#3]. Once you're there, take a shovel in hand and perform the exhumation. Among all kinds of junk you find there, there's a Silver mask - a legendary item by the same name.
