From this page of the tutorial you will learn how to unlock melee weapons and hand-to-hand combat in the game Returnal.
Melee weapons, and thus hand-to-hand combat itself in Returnal isn't available from the very beginning of the gameplay, but it can be unlocked during the exploration of the first region of the planet Atropos.
During the passage of one of the main stages of the story, you will find yourself in an area of Crimson Gateway. The corpse of one aliens will contain a blade (a xeno-blade type weapon), which from thence will become permanent part of Selene's equipment.
The blade in Returnal can be used for other purposes outside of combat, such as destruction of some obstacles (vines, barriers) and breaking blocks with raw materials.
