After watching a cut-scene, look around the room where the inactive cable car is (M4,19). You will find Output Reg. Coil here (it's lying next to the wagon), but ignore it for now, because you can't do anything with it yet. To the left, you will find a lever. Pulling it will make a ladder appear. Use the ladder to reach level B1 (a room with a typewriter) (M4,11). You can now join Rebecca as Billy (she should be still in the room with the service lift (M4,13)) and order her to follow him.
As Rebecca, head to the place where you left the Hookshot - if you've followed this guide, it will be the room where Rebecca had to defeat a leech zombie after using the Hookshot and where she found the Leech Capsule (M4,9). You can now go to the room with the typewriter (M4,11) and use the ladder lowered by Billy to go to level B2 (M4,19). When you are in the area with the cable car, find the corner where you can see a damaged fragment of the ceiling. Use the Hookshot here (open the inventory and select "Use") to go to the control room.
After using the Hookshot, throw it out from the inventory and unlock the door to the control room from inside. There are two control panels here and you should place the coils inside them. Billy should already have Input Reg. Coil (you've found it in the room next to the one with the green charm (M4,14)). The second coil - Output Reg. Coil - is located on level B2, next to a cable car wagon (M4,19) and you can collect it with any of the heroes. Place both the coils in the control panel (open the inventory and select "Use"). It will start the cable car.
Before you do anything now, make sure that all the for Ink Ribbons that you've found are in Rebecca's inventory, because you will soon not be able to control Billy. Moreover, check if Rebecca has the grenade launcher with her, or at least the shotgun. Go down the ladder with both the heroes (M4,19) and try to use the cable car. You will fail. Right after regaining control over Rebecca, use the grenade launcher to eliminate the leech zombie that appears next to her.
Use the ladder to go to a higher level (M4,11) and carefully go back to the control room (M4,20). There are leeches on the floor and you should eliminate at least some of them - use the pistol so that you don't waste ammo for better weapons. Pick up the Output Reg. Coil that was pulled out by a monkey and put it back in the control panel to start the cable car again.
Before you leave the laboratory, make sure that you collected all the valuable items (ammunition for rare weapons, medications). It is also good to use the typewriter located here (M4,11) and save your progress (If you've listened to the suggestion written earlier, Rebecca should have Ink Ribbons in her inventory). Go down (M4,19) and open the door to the wagon.
When you're inside, examine the body on the left and take the Magnum gun, which is the best weapon in the game (you've probably found some ammunition for it earlier). When you have the weapon, use the control mechanism to reach the Factory.
