Requests are additional challenges, in which you can earn Spinels, which then can be used to purchase rare items at the Merchant shop in the Trade tab.
You can complete some of the tasks earlier without having to pick up the blue notes. It's exactly the case now. The Request is found in Chapter 12, but it can be done as early as Chapter 8.
You will receive a silver trophy Jack of All Trades for completing all Requests in a single playthrough.

The Jewel Thief Request can be found only in Chapter 12, but it is possible to complete it in Chapter 8.
Where to find the jewel?
Scratched Emerald sought by the Merchant is hidden next to his post in a location behind Water Hall - the place where Ashley had to be protected while she was raising platforms to form a bridge.
Once there, look up and shoot down the nest shown in the image above.
Scratched Emerald will fall out of the nest, which should be taken to the Merchant - his stand is right next to it.
After that, all you have to do is sell Scratched Emerald to the Merchant. You will earn 5,000 pesetas for this.

For completing the Jewel Thief Request, you will receive 3 Spinels.
