Completing Requests is a good way to earn Spinels, which you can use to purchase rare items at the Merchant's shop - you can find them in the Trade tab. You can complete some of the Requests earlier - there is no need to pick up all the blue notes. The same is true in this particular case.
Complete all Requests in a single playthrough to unlock a silver trophy: Jack of All Trades.
More Pest Control Request location

You will come across the More Pest Control Request in Chapter 9, before entering the Dining Hall. Unfortunately, you have to wait until the next, or tenth chapter to complete the entire task.
Where to find rats?
You can find the first rat in the Dining Hall. It does not have a specific location - startled, it will move around the entire room.
You will come across the second pest after leaving the Armory, after you have defeated all the Armaduras there. The rat will run along the aforementioned hall.
The last rat can be found in Chapter 9, but you won't be able to eliminate it yet. At that point, you will be playing as Ashley, who cannot perform any attacks. You will have to get back here as Leon to finish the activity.
