On this page of the Resident Evil 4 Remake game guide you will find information about the Request called Pest Control.
These challenges enable you to earn special currency (spinels), with which you can buy rare items - such as a treasure map, laser sight or artifacts. You can complete some of the Requests earlier - there is no need to pick up all the blue notes. The same is true in this particular case. For doing all the orders during one pass, you will receive the silver Jack of All Trades trophy.
Pest Control - request location

You will be able to deal with the request called Pest Control at the beginning of Chapter 2 - when you get the first knife in the Abandoned Factory, but it is more convenient to retrieve the equipment first. The request sheet is located next to the Merchant. However, you can complete the request before collecting it.
Pest Control - where to find rats?
The two rats you have to eliminate to complete the task are located in a room adjacent to the one where your equipment is stored - you will notice the pests if you stand even if only by the crank-open door. Another is located in the corridor leading to the exit. Both rooms are included in the screenshots above.
Reward
For eradicating all the pests, you will receive three spinels as a reward.
