This is the Kite Bros Railway building located in the western part of Raccoon City's Downtown district. You have to visit this place, among other things, to restore the subway's power supply.
How do I get to the Subway Office?
Use the entrance to the Kite Bros Railway shown in the screenshot. This is a building in west part of Downtown. You can get there by, for example, taking the back entrance from the Donut Shop.
Subway Employee's Memo
The memo is located in an office space in the Subway Office. It's the same room where you can find a shotgun case.
M3 Shotgun
The shotgun is stored in a display case in an office space in the Subway Office. Since the display case is locked, you must first get pliers which are found in the Garage.
