A shotgun is the perfect weapon for attacking stronger opponents in Resident Evil 2. On this page you can see where the shotgun is hidden. You can find it while exploring the police station.
The walkthrough presented below concerns Leon campaign only.
Getting a shotgun requires some preparations, because it's in a weapon cabinet, which you can't break into by default. Take an interest in the Operations Room shown in the picture above, which is located on the main floor (1F) of the police station.
Search the Operations Room thoroughly so you will get a Weapon Locker Key Card lying on the table.
You must now reach the Safety Deposit Room, which is also located on floor 1F of the police station.
Go to the other end of the room and get interested in the weapon cabinet shown in the picture. You can use the access card on the reader on the right side.
When you open the cabinet, simply remove the W-870 shotgun from the wall. You will also find ammunition for this weapon right away.
