You can find the Coldclaw quest on Eagle Peaks. The area for tracking the beast is next to the flag used for travelling between locations.

The Coldclaw has practically the same skill set as any bird in the game

The bird has area skills - one that deals damage to everything nearby except its nearest surroundings, the second that attacks in a straight line, and the third where it hits the ground hard and lands. As long as you are constantly on the move, the fight will be extremely easy. This is a fairly mobile opponent, and will be easiest to hit once it lands or right before it attacks. If the bird lands, try to stop it for a longer time with disruptive skills, or hit it once with a melee attack. Any status effects that stop enemy actions (freeze and ash) will work on this opponent.
