The quest-giver varies depending on the path you've decided to take in Act I. If you're with the city watch, your goal will be to imitate an arms dealer and close the deal with a thieves' representative. If you're a thief yourself, then... you have to avoid getting caught like that.

The quest takes place in Blacklake, in a house labeled (N3-5). If you're a thief, you have to start the conversation by asking a man there if he's ever been to Amn - that's the password Axle gave you. Go trough the conversation as cleverly as you can, and take a closer look at the goods you're buying when you are told to. The outcome depends on some of your character's abilities - if you succeed, you'll notice some flaws and be able to negotiate better prices. Also, if you're smart enough, you'll be able to see that that dealer is a phony. The fight will commence either way, but if you notice that, you'll get more experience.

When you do this quest as a city watch undercover agent, the mechanism is quite similar - it's up to your verbal skills whether you're able to deceive the thief or not, and eventually it will always come to a fight.
