There are two aspects to how the police officers act in the game, because it will be entirely different when Vito is driving a car and when he's travelling on foot. If you're using a car you'll have to avoid hitting police vehicles, running over pedestrians and damaging civilian cars. Each of these actions will result in an immediate reaction from the cops.

It is slightly different when it comes to ignoring traffic regulations. You should expect the cops to react if you break the rules while travelling in the car in the same direction. By breaking the rules I mean ignoring red lights and speed limits. If the police is travelling in an opposite direction then it's likely that they will ignore what you're doing, however you can't expect them to ignore each dangerous maneuver. Don't forget about using the cruise control mode available in all cars, so you don't have to worry about breaking the law. If you don't want to be moving slowly you can use an alternative method and monitor the radar while travelling faster than it is allowed. If you're exploring Empire Bay on foot then obviously you're not risking being stopped by the cops. You'll have to remember here about leaving the policemen alone instead of bumping into them, because they may want ask for your ID and give you a reprimand.

A specific approach is needed when robbing the stores which is one of the ways to complete one of the final chapters of the game. Each time you've robbed a store or killed someone on the street you'll have to focus on leaving the crime scene as soon as possible, because it won't take the cops too long to get there. There are several levels of police interest in the game, similar to wanted stars from the GTA series. Losing the cops doesn't have to mean that the situation has been resolved, because the police officers may issue a wanted letter after your vehicle or after Vito himself. If the police is searching for your car you can drive to the nearest workshop to change license plates or to repaint the vehicle or you can exit the vehicle, however it has to be done without being seen. If the cops are searching for Vito you should visit the closest clothes store in Empire Bay to buy something new to wear. Don't forget to park the vehicle in front of the clothes store to lower the chances of being seen while trying to enter it.
