The quest is available after completing the Dastardly Detective: The Wandering Bug case.
Again, search for the word noise in the Buzz Researcher app and go to the designated location.
Enter the game room and examine the blue penguin with the detector. Then play the game to get the toy. If, after several attempts, you do not manage to fish out the penguin, quit the game. A woman working in an arcade will offer you to buy a plushie for Y1000.
After the cutscene, defeat the arcade employee.
