Fast travel in Just Cause 4 is not available from the beginning of the game. How to unlock Fast Travel?
You can unlock the fast travel while performing a task called The Illapa Project, the second task in the main thread. It's a simple mission that consists in flying a helicopter, but this is where you'll unlock the fast travel and find out how to use it. You will be able to perform the task after completing the quest Operation Whiteout and Wanay Extraction.

How does fast travel work?
It's worth knowing that a fast travel doesn't just allow you to get to any place. It allows you to move only to selected locations - next to their icon, you will find an arrow (examples are marked on the picture above). What's more, you can only move to locations that are within your region. There is no way to move to a hostile location, so you must first secure that region.
The fast travel system is very simple. Simply select the desired location, press the travel button and then select the pilot. You will appear in the airplane above the selected location - press the button on the screen to jump out of the vehicle. Remember to use the parachute, a wingsuit or a rope to avoid killing yourself in case you fall.
