This technique appeared back in the first Horizon game. While you're aiming with your bow you can slow down time to gain greater control of your weapon and hit even tiny, moving targets.

Concentration in Horizon Forbidden West can be activated by pressing R3 while aiming with L2. This skill is available to you from the very beginning but it can be upgraded with by unlocking other skills as well.
