After the conversation with Parrish, head to the tunnels, from where you will get to the Old Town. Get there and you will obtain further objectives. Your task will be to find the entrance to the tunnel, leading to the prison. When you get there, you may encounter hostile patrols, so make sure that you have your assault rifle and pipe bombs with you. On top of that, there are sharpshooters scattered around nearby roofs and towers. Killing them is your priority, so don't enter the building unless you do that.
Enter the building in the place presented in the picture. Go through the hole in the wall and you will find the entrance to the tunnel. Try to open the door at the end of the tunnel to complete your mission. You will receive 2500$.
