When you select a truck and upgrades, the next step is to choose what should be inside of your Mobile Operations Center. You have three empty slots in your trailer and you can manage them however you want. You can select from:
First empty slot:

Commentary: Here, the choice is simple - it is definitely much better to invest in Command Center. You get access to turrets that can be used for defense. Living Quarters are simply another flat which is completely uneconomical, especially because MOC is usually next to your bunker.

Commentary: Here, the choice is between Weapon Workshop and expanding it with a Vehicle Workshop. You should select the second option - when you do that the vehicle section will be automatically added into the third empty slot. You get access to unlocking upgrades for new military vehicles and MK2 weapons that can't be obtained in any different way.

Commentary: You can select the first upgrade described above or choose an additional garage for your vehicle. The choice is simple - it is definitely worth to select Weapon & Vehicle Workshop - the reason is that Gunrunning add-on focuses on them.
