Unlocking the quest
You can start this mission after taking over the Utagawa Shopping District Shrine - you do that in chapter 3, after completing the mission objective where you had to find and destroy blocking stones in time. A quest marker should automatically appear on the map.
The quest giver is the Man Concerned About Woman.
Find the rokurokubi
To search for the creature, go south from the quest's starting point. The yokai you are looking for will appear between the buildings
Pursue the rokurokubi
Go into the alley and run straight. There is a ladder at the end of it (using spectral vision can help you locate it). Climb it onto the roof.
Rokurokubi will no longer run away. Approach the levitating yokai and hold the absorb button. You will get magatama and the quest will end.
More rokurokubi and other yokai markers will appear on the world map as you progress through the game. You can reach them in order to absorb them and obtain more magatama.
