This page of the Final Fantasy VII Remake Intermission guide shows the location of Elemental Materia, hidden in the Shipping Facility area.

Elemental Materia can be picked up in the Storage Deposit - Upper Level area.

The screenshot above shows the placement of Elemental Materia. The descent to this area can be found in Storage Depot - Upper Level location.

Throw a shuriken at the switch marked in the screenshot above and follow the yellow railing to platform nearby.

Stand in the location shown in the screenshot above and activate the same switch to rotate the yellow railing.

Grab a hold of the railing and continue forward. Once you reach the middle, start climbing up (the area marked by a yellow arrow).

Once you've climbed to the top, once again activate the same switch, descend to the right platform and pick up Elemental Materia.
