After eliminating the snipers, you can use the rope to get to the roof in the center of the outpost.

It is a strongly guarded outpost. An advantage here is the fact that the enemies are spread around quite a large area. This way, you can eliminate them without drawing attention. Take a sniper rifle with a silencer - in this area, there are three enemy snipers. Eliminating them from distance (when they are on the roofs) will makes the task easier and you will be able to move around more freely. You will find a good position on the rock shelf near the road (west from the outpost). Make use of the altitude and kill the unarmored soldiers, leaving the armored ones for the end. Using the rope, you will quickly get onto the roof, right in the middle of the camp. Make sure that the snipers are dead. From here you will be able to finish the job, ever performing takedown (by now, you should have the appropriate skill).
