Unlocking the mission
The described mission becomes accessible after finishing the Meet the Monteros operation, which acts as an introduction to the Madrugada region's plotline. You must head to the rebel camp on the Montero Farm and meet Camila (Espada). She'll ask for your help with catching the lieutenant on Jose's private island.
Meet Espada in Siniestra
The meeting place is a small pier in Siniestra. Once you arrive, you'll see a cutscene showing your meeting with Camila - together, you'll head to Cayo Villarreal by boat.
Search for the information on the Lieutenant
Once you get there, another cutscene will start, this time showing a brutal execution by Jose Castillo.
Your objective is reaching the murdered man's corpse. There are many enemies in the neighboring village, but you don't need to bother eliminating them. You can simply jump into the water and swim straight towards the corpse. You'll find a document (An Evening at Cayo Villarreal) by the officer's body.
You'll gain a new lead, learning about the necessity of searching Jose's Villa on the northern edge of the private island.
Once you get there, we recommend you try sneaking in, but even then you need to watch out for the sniper on the balcony and the guard dogs who can sniff you out.
We suggest sneaking to the back of the villa (you can walk around it from, for example, the east side) and finding a scaffolding, which will let you easily get to the balcony and the building's upper floor.
Once you enter the upstairs room, a cutscene should start, and Camila will start browsing the info stored on the computer. You'll learn where the prisoners are being held.
Rescue the prisoners
You must now head towards the Roncali Lighthouse on the southern end of the private island. You can leave the villa grounds in any way you'd like, but if you want to avoid unnecessary combat, we recommend you use the same way you came.
Once you get near the lighthouse we recommend you to start sneaking, as there are new enemies in the area. These include soldiers with rocket launchers, who could easily kill or severely weaken your charcter if you trigger an alarm. Look for opportunities to ambush enemies and eliminate them silently.
You must find the entrance to the bunker under the mansion - it's shown on the attached picture.
After a short and linear trek through the bunker you'll find the room where the prisoners were tortured.
Approach the subsequent prisoners and hold down the interact button to free them. Fortunately you don't need to escort them, they can handle their escape on their own. After a moment, the mission should end.
