Find the lost boy
Go to the Wharf water tower in the Muddy Grounds. Thanks to the paraglider, you can easily get to the site. Start the flight from the building in front of the tower and land between the fence.
Find a military building in the water tower area. Turn on the UV light generator near the stairs and kill all infected in the building.
Go to the next room and defeat the rest of the infected. Go down the ladder to the lower level of the tower. The boy is 3 floors below, near the UV light generator .
Confront Hugh
After you find the boy, go to the hideout Hugh mentioned in the southern part of the Muddy Grounds. You will find it right next to a safe zone with a place to rest.
