You will find this inhibitor in the GRE Anomaly area. To get to it, you must first defeat the enemy called Revenant. It is not a difficult enemy. However, it is quick and agile. It will often run away and summon regular zombies. Focus on this enemy and keep attacking it until it disappears.

You can find this inhibitor in an abandoned metro station. This place is not marked on the map. You have to reach it on your own by exploring the northern border of Quarry End and Houndfield. After entering the metro station, look left - there is a GRE crate hidden right behind the destroyed vending machines. Open it to get an inhibitor.
