Your objective in Who made the call reporting the crime? quest in Disco Elysium is to determine who made the call to the police and reported the crime. After talking to Garte during the Interview cafeteria manager quest, you get the first lead – Sylvie's phone number. She is a former employee of the cafeteria.
Before completing this task, you might want to do the Talk to Garte on behalf of Sylvie objective.
You can call Sylvie via the radio in Kim's car. The conversation with the former employee of the cafeteria in Whirling-In-Rags can differ depending on whether you can pass Empathy skills check. You'll find out that Sylvie didn't call the police and, unfortunately, she doesn't know who might have done it. This is not the end of this quest yet, but in order to avoid spoilers, we will only tell you that you will find out who reported the crime during the conversation with Klaasje Amandou.
Sylvie can tell you all the things Harry did while he was drunk, as well as answer questions related to lost items - badge and weapon.
