You will come to the Council of Elders room where Elders need to activate the emergency terminal, but they don't remember the code. You need to open the drawer.

Opening the terminal's drawer

Press down colorful buttons in three stages:

Stage one: green, pink, blue, yellow, orange.

Stage two: blue, yellow, orange, green, pink.

Stage three: orange, green, yellow, pink, blue.

Take a note from the open drawer (the achievement Elysian Minigame-Master).

Take Ulysses' helmet and leave the apartment. You need to be quick, go to the terminal and talk with Goal before time ends (hourglass icon).

Use the helmet on the terminal. Click option 'Continue', cam, and microphone. Talk with Goal, tell her that if she will go with Cletus, you will activate Elysium self-destruction sequence. Then push the button of self-destruction. Enter code.

After conversation with Goal and Mac, go to the elevator. Push the button on the left side of the passage and jump (the arrow icon). Click Goal's hand.
