While exploring the communication building stop on the highest second floor (number 3 painted on one of the walls). Look around BEFORE you use the ladder.

The secret is on one of the desks on the right.

After completing the part of the mission in which you had to mind the time, you will have to blow up a wall to get into the control room.

Go to the other side of the room fast. The secret is on the left.

At the end of the mission stop after finding a bigger control room (it will happen BEFORE you reach the corridor with evaporating steam) - Executive Order | Intel - Intel location - Call of Duty: Black Ops Game Guide & Walkthrough

At the end of the mission stop after finding a bigger control room (it will happen BEFORE you reach the corridor with evaporating steam). Get inside and turn left after eliminating your enemies.

The secret is on the left by the window on one of the desks.
