Location: on top of the mountain.
This note isn't hard to find. All you have to do is get close to the microphone and use it.
At this point, you can get an achievement!
When you use the microphone twice you will get the achievement - Sound Test

You'll get this note by going down the stairs on the left side of the mountain.
