Bus Simulator 18 has the option to create your own routes. The only requirement is that they need to have at least 4 bus stops. Routes can go through different parts of the city and the districts.

Bus stop upgrades happen automatically - simply use the same route a lot. A bus stop will get upgraded if you stop at it about 10 times. The more you stop at a given bus stop, the more upgrades it receives. Thanks to that you will be able to develop your company even better.
