On this page of our Breathedge guide you'll learn how to launch the shuttle trapped beneath the ice. This is one of the objectives of a Chapter 2 - The Secrets of Broccoli mission: Lower Radiation.
This is the shortest task in the Lower Radiation mission. Fly up to the shuttle and examine the control panel on its outer wall. You can only launch it after filling it with the correct type of fuel. You need Beef Pellets that can be crafted out of two Synthetic Manures. They can be found in the bio module nearby. You'll have to craft 10 Beef Pellets.
To avoid any harm to come from the cold, it's worthwhile to use the Research Table and build the Engineering Spacesuit, which protects you from high and low temperatures. This mission can still be completed without it though.
Fill the tank and use the control panel once again. The shuttle will launch, and the radiation will fall. You can now move on to the next stage of the Lower Radiation task.
