This page of the guide to Animal Crossing New Horizons 2.0 explains where to get Wheat. Wheat is necessary for some recipes. The easiest and fastest way to get it is from Leif - there are 2 ways, one requires patience, the other 100,000 Bells:
Island
Once a week, Leif visits your island and sells plants. That's when you can buy wheat start for 280 Bells. This is a cheaper option, but you will be able to make your next purchases only after a week.
Harv's Island
First you need to get an invitation letter from Harv, then visit him on his island (you will get there for free from the airport). After a short conversation, you will unlock the option to build 7 shops on the island owned by sellers you already know from their weekly visits to your island. One of them is Leif.
Take a look at the descriptions of new investments provided by Lloid. Leif will be described as: a botany expert with the greenest of thumbs - that's the store you want to build. The construction costs 100,000 bells. Once you pay the entire amount, the store will open the next day. This is where you can buy the Wheat start for 280 bells a piece.
The construction cost for all stores is the same. Unfortunately, you can only build one at a time, in one day.
Boat tours
Another, albeit very unreliable option for finding Wheat are Kapp'n's trips. However, the chances that you will find a plant on one of the islands are small. Additionally, there is a limit of 1 trip per day - but you can still try.
