Talk to Fleming and then drive the carriage outside the shown area. Go back to the officer and recruit a few allies. Wait for the ship to come (you can for example hide on the crane). When the Templars come, eliminate one of them from the air. Order your allies to attack and kill the rest of enemies in an open fight.

You will catch the enemy on the street.

After a short fight, the leader will start escaping. Follow him, but watch out for a chest with dynamite in the fabric. Catch him on the street and take him to the carriage.

Challenges

Air assassinate from a crane - when the Templar ship comes, wait a while on the crane. When the Templars start walking up the stairs, jump down and kill one of them.
