Tackle the escaping woman.

Talk with the policeman at the police station. Then, talk with the owner of the pawnshop. A theft will occur, follow the escaping woman and tackle her. Then, talk with her. Now you must go to the last customer.

Quickly jump on the roof of the carriage after the thief will enter it.

Now your task will be to follow the thief. Go behind him slowly and avoid getting too close. This will be enough, as the enemy will not look behind him (the enemies interrupting you might make some trouble, but you can bypass them - first by climbing on the roof, then by hiding in the crowd). The thief that you are following will walk towards the carriage waiting for him at the bottom of the stairs. Once he sits inside, run quickly to that carriage and jump on the roof. Then, jump when you get close to the park (you will hear the orchestra) and disappear from the sight of the thief who is leaving the vehicle. Finally, talk with the same man with whom the thief will talk.

Challenges

Climb on the carriage used by the thief - when the thief will enter the carriage, quickly follow him and jump on the roof. Don't worry, you won't be detected.

Follow the thief without being detected - keep a safe distance. Then, when the thief will leave the carriage, jump before that from the roof (the place before you get to the park, preferably a moment after completing the first side objective) and hide from his sight.
