You will reach the viewpoint on the station through the roof. From there you can localize few enemies and the available occasions. As usually, the mission can be completed in more than one way, but it is a good idea to use at least one occasion.
First take care of the conductor. Jump down and speak with him. Then go to the room in the western part of the station. You can get inside in two ways: through the roof or through the entrance at the end. In the second option, hang on the ledge, jump on the lamp and perform the elimination from there. Inside there's one more opponent, killing him will allow you to steal the documents you need.
As for the second option, you can use the roof entrance. Below (screen) you will notice two opponents. You can make the elimination easier by throwing a smoke bomb under their feet. While in the room you can free the prisoner, thus completing one of the side objectives.
Go back to the conductor after you gather the documents. He will point all the passengers to the second station, allowing you to get to the other side hidden in the crowd. On this second station your target is located, which means you now can finish the first part of the mission.
You can also get to the station in different way. A passage in the sewers can lead you there. To use it, go to the lower level, you will find the stairs in the central part of the first station (screen). The passage below is guarded by two enemies - you can recruit few Rooks on your way and send them against the guards. Then enter the sewers and walk to the main station, thus completing the side objective. Watch out after leaving the sewers, enemies are nearby.
Once you reach the main station, you can with no bigger trouble get to the target. The best way is to hang on the beams above (use the zipline) and jump down near the first wagon. You can walk through it to the destination wagon. You will have only two enemies to bypass on your way, so the mission can be completed quite quickly.
The second possibility is using the occasion. In order to do it, find the chief of security in the second part of the station. Wait for him in the proper place (the passage above the tracks) where you can surprise him when he is standing near the barrier (screen). Steal the plans, this will allow you to perform a unique kill.
To perform the unique kill you must climb on the wagon with the target. The knowledge of the weak point will allow you to jump through the glass and perform the unique kill.
In the end, no matter how you eliminated your target, go back to the locomotive and leave the station.
Occasions
Conductor - thanks to this occasion you can get undetected to the station where your target is located. Steal the necessary documents, then hide in the crowd and bypass the guards.
Chief of security - theft of the plans will allow you to perform a unique kill. Wait for the chief of security in the passage above the tracks. He will walk towards the barrier and stand there for w few seconds. It's a perfect time to perform a theft (or assassination).
Challenges
Free the Station Chief - the prisoner is held in a room separated from the station, in the western part, near the place where you start the mission. The easiest way to free him is to kill the enemies by jumping at them from above, through the open window on the roof.
Use the secret passage - you will find the secret passage when you will walk down from the stairs in the central part of the first station. Entrance to the sewers is located behind the passage guarded by two enemies. If you pick this route, you will get to the main station, where your target can be found.
