The following chapter provides a detailed description of Effigy (M27), Burning Library Entrance (M28) related to The Ties That Bind. You will find tips on main quests that you will come across and suggestions on how to complete these tasks in the most efficient way possible.
Remember: this quest is strictly related to Extinguishing the Flames. A detailed description of the ruins and puzzles that you will come across was described in the appropriate chapter devoted to this specific quest. This section focuses only on goals of your quest and potential consequences of your decisions

Beginning your task
The task will appear in your journal when you rescue Maric in Effigy. During the conversation, which takes place once he is free, he will ask you to find missing scouts and kill Jelena, who is responsible for their failure. You cannot refuse to take the quest but you whether you will gain additional Wrath of The Disfavored. To begin the quest, go to Burning Library Entrance.
Jelena
Enter the location and move north and then west. You will track down Jelena tied to a pale. She will ask you to find members of her squad, which Maric was referring to previously.
During the conversation you can decide on her fate. If you let her go, she will promise to return to Maric and let him judge her. If you want, you can select a dialogue option that will kill her instantly. Regardless of your decision, the path will take you deeper into the ruins.
Rescue the Oath Bounds
The first Oath Bound is located in the south part of The Burning Library - Lower Ruins. The character is immortal, so you don't have to pay much attention to his health. Kill the attacking members of the Chorus, and he will thank you for your assistance and go his own way.
The other scout can be found in the south-east part of the location. In order to rescue her, speak with her and promise to take care of her companion. Once you collect the missing part of the code and leave the location, the nearby soldiers of the Chorus (led by Bone Whittler) shall attack you. Deal with the foes and get back to the Oath Bound. She will promise to leave the location, and thus the quest will continue. Get back to Maric to obtain the reward.
Finishing the quest
No matter if you decided to destroy the vellum of The Silent Archive, or keep it for yourself, as soon as you leave the location, you will come across Maric (by the Burning Library Entrance). If you killed Jelena, a short conversation will be all you get.
If you decided to spare Jelena's life, you will have to decide on her fate. Most dialogue options will suggest killing or exiling her but if you have 46 Lore, you will be able to convince Maric that Jelena did not betray him. Maric will let her join the squad once again, and thus end the quest.
