Right after you regain control over your character, turn left and go towards the roofed area. Adopting this tactic will allow you to, first of all, to avoid, effectively, being detected by snipers who are monitoring the area in front of the meteorological station. Also, you will not have to worry that you may be spotted by a single terrorist that is patrolling this area. You, of course, need to avoid this enemy so, dash between covers on a regular basis and, if the need arises, wait for the enemy to turn away.
Continue your crossing towards the big building, keep to the fence on the left as close as possible and make use of the covers that you pass by. Soon, you should be able to notice an open gate. Wait for one of the snipers, who is standing on the roof of the meteorological station, to stop checking out this area and take the narrow passage between the fences. Also here, you need to make an extensive use of covers because the square is being patrolled by another enemy and he may also stop very close to the right fence.
Keep going ahead and turn right. Thanks to it, you will reach the back part of the building and, as a result, you will not have to worry about the enemy sniper anymore. Go towards the doo and enter the building. I definitely recommend closing door after you enter a building, so that you don't cause the enemies to become alarmed and, at the same time, encourage them to take a closer look into the problem.
Carefully, approach the main room in the building and hide on the right of the entrance to this area. This room is guarded by three enemies- the armored enemy and two "regular" ones. You need to wait for the right moment - the armored enemy needs to move away and the two remaining ones need to change their positions. Quickly, enter the room and turn right straight away. Hack into the Blacklist Laptop shown in the screenshot to earn 40 thousand dollars.
Return to the main corridor just as quickly because the regular guards don't stop for too long in the other parts of the room. Remain in the side corridor and go right so that you walk around the central room on the right (don't destroy lamps on your way because you may be detected by terrorists for that). This time, you need to pay more attention to the armored enemy. Wait for him to walk towards the starting point. Enter the main room again but, this time around, approach carefully the computer terminal shown in the screenshot.
