The headlights in the main room

Pull up and go ahead, you will reach a hole in the ground. You need to zip down the line again. Cut the cloth apart and enter the main area of the mill, where you will encounter quite a few enemies. I recommend that you use the suppressed pistol, first, to destroy the two headlights that light the central part of the room. Doing this shouldn't alarm the enemies, and it will help you move around. Note - do not worry about the fact that you can't use goggles here (this is due to the presence of the drone operator around here), because they aren't necessary here.

Approach the edge and wait for the enemies, in the middle of the room, to scatter. Drop down and go towards the windows located in front of Fisher. Jump over one of these windows and move along the cornice to the green vertical drain pipe. Use the pipe to come close to the windows on the higher level. Walk through any window and approach the 10 thousand dollar worth Dead Drop shown in the screenshot.

Remain on the upper balcony where you have found most recent collectible. Approach the edge and shimmy over the vertical metal beams. Ultimately, you need to reach the place shown in the screenshot, i.e. above the entrance to the last main area of the mill.

Exit from the mill's main area

Let go of the beam and stand next to the entrance to the abovementioned last area. I recommend that you wait here for one of the nearby enemies to finish patrolling this area and move afterwards. You need to the left and try to leave this place as quickly as possible, because there are two, or three enemies in the glazed room. Climb down the stairs, reach the passage to the small external balcony.

Additional tips for the Panther/Attack playing style: It is best to attack terrorists from above, from the upper balcony and only after you destroy the headlights. Remember, though, about the stairs that the enemies can use to get to Fisher.
