The area is not safe, so you should ignore the stairs and find an alternative way to get down to the lower level. As a result, go back to the grapple points (screen) and use them to get to the ground floor. Once you’re there, order your men to hide and start moving towards the terrorists. They will be hiding in front of you.
Now you will have to take part in some challenging fights, especially since the enemies are well armed and they don’t plan on leaving their posts. As a result, you must be patient and precise in what you’re doing. Start off by using your sniper rifle. Your top priority will be to neutralize one of the heavy machine gun posts (screen).
Once you’ve killed the gunner, start shooting at the remaining enemy troops. Some of the terrorists will arrive here in a short while. Use nearby objects for cover, mostly pillars. I would also recommend throwing a lot of grenades at enemy units. You will have to move to your right to take out a few additional soldiers (screen).
Make sure that you’ve been able to kill all the terrorists. Start moving towards the stairs (that’s where some of them appeared in the first place). If you were thorough before, you shouldn’t encounter any additional units at this points of the game. Use the stairs (screen) to reach the upper level. Once this is done, you will be presented with a new task.
Once you’ve reached the upper level, ignore the civilians and turn left. Activate your tactical map and plan your next actions from here. There are two rooms in the area. Order your men to stack up near the first door (screen). You should proceed to the second door. Once you’re there, use the camera and tag two terrorists for your colleagues. Allow them to proceed with an assault. I would recommend ordering them to use a frag grenade.
I wouldn’t recommend waiting for your colleagues to secure this area on their own. Instead, you should enter the room rather quickly. Enemy soldiers will be standing to your right. Eliminate them and go there along with the rest of the team. Be careful, though. Once you’re close enough to the glass wall, you will have to take care of enemies who are using ropes to surprise you (screen). Kill them before they’re capable of fighting back (after touching the ground).
