You can meet three Corrupted Officials in town. Pay a visit to every single one of them and you will not regret it.

Talk to him [477] and accept to steal some documents (you need to have a safecracker). The safe is at one of the places you have taken over, near SaniCo Incineration. Go there a park in such a way that you will be able to leave quickly in a while. Enter through the front door [478].
