Each city can build one more district than usual (above the limit that comes from population).

Thanks to this ability you can always build one more specialized district than other nations with the same amount of citizens. Specialized districts can only be built when a cities population exceeds a certain number. First few districts can be built without any restrictions but with each next district you must wait until you exceed the citizens' limit. The availability of new districts is comes from technology development and for majority of nations there is a time where you have to decide which districts must be built earlier and which can wait until you get three new citizens. This ability allows you to always build one more district which, with a balanced game, will reduce those decisions to minimum.

Additional military policy slot. +7 to combat strength when fighting with city-states.

Being in a war with city-states is a last resort if they are not acting on behalf of their Suzerain. If you declare a war to one of the nations that has a Suzerain function in one of the neutral cities then you can expect attacks from that city. Thanks to the additional combat strength it is easier to defeat your enemy's tributary. You can use less units to neutralize your enemy. Notice additional military policy slot. This bonus is given regardless of your current government so you must pay close attention to civics tree and policies that you want to unlock first. It is an important ability because throughout the entire game it is up to you what profits you will receive.

Summary

Without a doubt, the strongest aspect of Germany is their army. Most of the bonuses that you can assign can reduce the time for producing new units or improve combat strength of already existing ones. The ability to build additional district allows for dynamic development and makes you avoid situations where you have to choose between two important districts. If you want to try yourself in battles for domination, Germany will make this an easier and more pleasant task. Remember to not fight alone. Fight for influences in city-states and search for allies that will help you in fights against enemies and ultimately fall under your domination.
