You could unlock this quest when you were visiting the Angua Island, to be more precise - after you delivered to Grace the engagement ring from Wilson (as a part of the side quest "The Engagement Ring"). The woman asked you to deliver a message to the blacksmith in return. Now you can return to Wilson in the Citadel of the Demon Hunters (map location 9) and give him a note.
