You can unlock this quest during your stay on Taranis, i.e. after you have unlocked the main mages HQ and explored the first floor. After you reach Tacarigua, examine the rocks next to the beach in the central part of the isle (point 11 on the map). Stop next to the X symbol on the ground and use the Shovel to dig up the treasure. You can open the chest to find a Vial, among others (it is one of the legendary items).
