How to unlock the quest: through conversation with Patty

Quest giver: Patty

You can invite Patty for joint journeys, but you can only do that after you have access to your own ship.

This quest can only be unlocked after you've located Patty, or to be more specific after you've completed the crew quest called "Find Patty". Patty is hiding on a small island, located to the North of the pirates beach on Kila Island. During the conversation you can invite her for a join journey. The woman will agree, but only if the Nameless Hero has access to his own ship (Bones' sloop can't be used for that). Otherwise, you will have to meet with Patty in the future.

Note - Patty can accompany the main character in his quests, even if doesn't have access to his own ship, but only with the quest related to Kila Island.
