How to unlock the quest: automatically by completing the quest "Hunting for Treasure", which is done during your time on the Crab Coast.

Quest giver: Bones

Hirutu

The quest is unlocked way before you even get to the Kila Island. It was done during the introduction to the proper campaign, or to be more specific, just after the main character was brought back to life by Bones. This quest is associated with visiting the headquarters of the three main fractions of the game, in hope of retrieving the soul of the Nameless Hero. A shaman called Hirutu (point 2 on the map) is one of the characters who you must speak with, as he represents the interest of the Natives. Have a conversation with Hirutu, after which you will be able to get another main quests associated with the mentioned fraction.

Note - meeting Hirutu is not synonymous with joining with the Natives. This type of choice will be given to you in the future.
