This emblem is situated under the bridge leading to the tunnel. From the place where you start this stage, go right until a huge pipe blocks your way. Look towards the bridge and find the emblem.

When you go down on the left side, you will reach an open trash container. There is another emblem inside it.

When you leave the room where you fought, notice two huge windmills. The emblem is in the one on the right. Wait until it is uncovered and shoot.
