Green Power Plate is situated near the exit from the corridor leading to Cauldron. Jump on it.

You will reach a place near four platforms in motion which are situated on poles.

Jump on a wooden wall on the left and from there to the first moving platform. You will have to move windlasses to jump to the place from which Elika can heal the location. Turn the left windlass in the direction opposite to the movement of clock’s hands. Jump to the left upper platform and move windlass three times in the direction opposite to the movement of clock’s hands. Now jump onto right upper platform and turn windlass once in the direction opposite to the movement of clock’s hands. Jump on a left lower platform and turn windlass once according to the movement of clock’s hands. Jump to a right lower platform and turn windlass once according to the movement of clock’s hands. Finally jump on the right upper platform and turn windlass twice according to the movement of clock’s hands.

Now you will be able to get to the place where you will fight the Alchemist. After winning the fight heal the location.
