Moltres/ Articuno/ Zapdos | Legendary Pokemons Pokemon X/Y Guide

This one is more of a game of cat and mice. Depending on the starter You chose You will encounter:

Zapdos (if You choose Fennekin) on Route 22, 18, 7.

Articuno (if You choose Chespin) on Route 19, 15, 7

Moltres (if Froakie was Your choice) on Route 18, 4, 5

You can only encounter them after the Elite Four, and You will encounter only one of them. After the first battle, the legendary bird will fly away, but its location will be shown, once You check on the Pokemon in the Pokedex. You must chase it, and let it run away, around 9-11 times ( the number is random) before the bird goes to Sea Spirits Den. To get to the Spirits Den, surf north from Road 12 (west from the upper part of Courier Town). Keep surfing north until You reach an empty cave (which will be inhabited by the legendary by now).
