At the beginning of the mission, enter the void and talk with Delilah, and go back to the boat as soon as you're back in the reality; take Meagan with you. She will get you to Cyria Gardens - the mission begins there. The first (however optional) step is to search the house in the North to find an audiograph, which will fulfill the objective. First of all, get rid of the guard patrolling the area near the stairs and hide the body (for example at the end of the alley, on the right).
Now, proceed to the small hall under an arcade and enter the building. Walk up to the very end of the hall and take peep inside the right window. You'll notice some Howlers, who have set a trap for civilians. Use a sleep dart on the thug on the right, and then blink right up to his body - take it with you and jump onto the pipes above, but make sure the two women who play out a scene don't notice. After the scene, one of the gang members will leave, so you'll be able to take both of them down without problems. When you're done, proceed downwards - you'll find a black market store there. You can activate blueprints that you've found as well as take some side quests from the clerk.
Attention! Just as in the previous missions, the black-market store can be robbed. However, you ought to do it only after you've completed the shopkeeper's side quests - there are some nice awards for those. Find more about this in the section "Assist the Shopkeeper".
After the chat with the shopkeeper and accepting the quests, go back to the place where you had killed the howlers and go on the first floor, from where you'll be able to get onto the balcony. Hence you will get to the place shown above - three guards are patrolling the area. Take down the one who's overlooking the street, and hide his body ASAP - do it when the guard in the red uniform is not looking (obviously).
As soon as you get rid of the three guards, enter the flat from the roof and kill the sleeping Overseer. In the same room, there will be an autograph, that you have to listen to in order to update the side mission; there's also a map hanging on the board and some jewelry. On the roof, you'll also find a fan that's running juice to the wall of light, but don't turn it off until you deal with all guards in the next section.
