Having collected all necessary materials, go to the Blacksmith and pay him 50 000 gold to craft the Staff of Herding. The newly created "weapon" is not disposable and can be used as often as we see fit.
Next, move to Act II and go to Old Tristram Road, the location between New Tristram and the Ruins of Old Tristram. It's fastest to use "The Old Ruins" waypoint and head west from there. A few seconds later, not far from the ruins and on the right side of the map, you should see a rift in the ground which is emanating with bright colors. There should be a skeleton of a cow lying nearby. Click the ghost of the cow and listen to the speech of the Cow King, and you'll be free to enter Whimsyshire and enjoy its benefits to the fullest. Life couldn't be any better!
